We identified 2 breaches of regulation in relation to safe care and treatment and staffing. People did not always have risk assessment in place for such areas as skin integrity, diabetes and the use of bed rails.
A staff member told us how the staff worked well as a team and the manager was supportive, but felt morale was low due to the lack of support by the provider and said, “[Manager] does [their] best, but anyone higher, it feels like no one cares.”
Whilst a dependency tool was being used, we found that staffing levels did not meet the needs of people and the layout of the building was not considered. Over a quarter of care staff were being covered by agency staff and their records did not provide detailed information of their training and when it was completed.
There were gaps in the training records which showed staff did not always have the skills to meet people's needs. Staff did not receive regular supervision and appraisals to support them in their learning and development.
At the time of our assessment there was not a registered manager in post. There was a manager who was in the process of submitting their registered manager application.
There was a programme of activities in place, however, we noted that there were several activities in the lounge that were led by care staff. Due to personal care needs staff were not always able to provide these activities.”
