The service was in breach of legal regulation in relation to the provision of people’s safe care and treatment.
Staff told us morale had greatly improved as a result of having a stable leadership team. Staff told us they enjoyed coming to work, and we observed staff to work well as a team.
We identified concerns in relation to the number of staff on shift at night to support people in the event of an emergency such as an evacuation.
They did not always make sure staff received effective support, supervision and development.
We identified the need for the registered manager to have a greater level of oversight of the service, particularly in relation to colleagues completing delegated tasks to ensure the registered manager held overall accountability.
People told us they enjoyed spending time in communal areas of the service and going out for trips and activities in the community.

Managers do not oversee things well enough, missing risks and record problems until inspectors point them out.
The quality audits and monitoring systems in place were found to be ineffective. Risks and concerns identified during this inspection had not been found as a result of the provider’s own governance systems.
