We observed poor moving and handling practices which placed people at risk of injury... The service was in breach of legal regulations in relation to people’s safe care and treatment, premises and equipment and staffing... multiple and widespread shortfalls in the implementation of safe IPC practices in the kitchen.
Staff told us they did not feel involved in shaping the direction of the service or their feedback was meaningfully considered... One staff said, “Staff are quite demoralised”... Some staff told us they feared being treated unfairly if they spoke out... “We definitely do not feel valued”.
There was mixed feedback regarding there being sufficient numbers of staff... some staff stated that there was a lack of staff sometimes meaning that peoples care was compromised... staff told us there was not enough staff to support people's needs. Comments included, "Staffing is not great we are really busy all the time".
Inspectors reviewed supervision records and found 10 staff members were overdue for supervision and when they did occur, they were described as brief and task-focused rather than supportive or developmental. Several staff said supervision felt more like a “telling off” than a constructive conversation.
At the time of our inspection there was not a registered manager in post. However, the manager had applied to register... We received mixed feedback from staff regarding the leadership and accessibly to management. For example, one staff member told us “The manager doesn’t know much about the people, only what’s on paper”, and “It’s not easy to speak to the manager”.
People felt the service lacked provision of interesting activities to keep people physically and mentally active... missed opportunities for outings or social activities. One person expressed a desire to go shopping or go out for a meal... Some people were not interested in the activities offered and told us they were boring.
