We identified a breach of the legal regulation in relation to safe care and treatment. Risks to people’s health and welfare were not always assessed and managed safely or consistently.
Most staff told us they felt confident to raise concerns and were assured they would be dealt with appropriately. Staff valued the new management team and felt they were taking the home in the right direction.
Deployment of staff was not always effective, which resulted in people having to wait for care and support. We also received consistent feedback that staffing was a concern during our assessment.
At 90% completion the service was below the provider’s compliance rate of 95%, the manager explained this was due to the recent influx of new starters who were still in the process of completing their training.
We identified a breach of the legal regulation in relation to good governance. Systems for auditing safety and quality were in place, but the provider had failed to make sure that robust oversight of the service had been maintained.
We received mixed feedback from people and their relatives about the activity provision at the service. Activity provision had increased and was available over 6 days, although this was not consistent across all units.
Staff numbers are too low so you end up juggling tasks like meals and helping with the toilet, and residents have to wait.
A staff member said, “I feel guilty when I have to juggle between making sure someone gets their breakfast and supporting someone who needs the toilet because they shouldn’t have to wait for either.”
Safety has gaps like risks to health not managed well and equipment like air mattresses set wrong.
We found the air mattress for a person who had been assessed as being at risk of pressure damage was set to 60kg however, the person’s weight records showed they weighed just less than 50kg.
Medication handling has problems like missing stock and fridge temperatures not always checked properly.
During the assessment we witnessed several occasions where medicines were not signed as administered due to lack of stock... fridge temperatures that were recorded outside of the recommended range... were not routinely acted upon.
