During our assessment of this key question, we found concerns around safeguarding service users from abuse and improper treatment in a breach of Regulation 13.
Staff told us they felt well support and confident the registered manager would act upon any concerns they raised. Staff told us, the registered manager was approachable and present in the home.
There were enough staff to keep people safe, however there were not always enough staff on duty to ensure people live fulfilled and empowered lives.
Only the manager had completed autism awareness training and only 2 staff members had completed PBS training. Staff had all recently completed RESTORE2 training. Although staff weren’t fully able to explain how they would apply this training in practice.
The registered manager did not always understand their role in ensuring people lived free from unwarranted restrictions, as detailed in the safeguarding section.
Daily records confirmed that most activities were done together with little focus on people’s individual preferences. On some occasions people did not leave the home for over three days.
Staff and manager do not always spot unnecessary restrictions on residents as a safeguarding issue or report them properly.
Staff failed to recognise these incidents as safeguarding concerns due to imposing unlawful and unnecessary restrictions on them.
Not enough staff to provide one-on-one support or let residents pursue individual hobbies and outings.
There were not always enough staff on duty to ensure people live fulfilled and empowered lives. One person should have received 18 hours 1:1 support each week. However, records showed the person rarely received any 1:1 support.
No varied activities programme, so days are mostly group walks, games, and very limited outings with no holidays or personal choices followed through.
Records we reviewed demonstrated people had made wishes to go on holiday and spend time undertaking hobbies of their choosing, however as there were not enough staff to support people individually none of these wishes had developed into reality.
