Systems in place did not always identify risks to people and where risks were identified they were not always acted on in timely way. This was a breach of regulation 12 (safe care and treatment).
Staff knew people well and we observed them talking to people in a caring and engaging manner. One staff member told us, 'I got to know people well and really liked it here so stayed.'
The service had enough staff, including for one-to-one support... block booked regular agency staff members, so they knew people's individual needs well.
