The premises were not always safe. A number of issues around infection prevention and control, as well as the safety and presentation of the premises were identified during the assessment. This was a breach of regulation 17 (Good governance).
A recent staff survey demonstrated that staff were generally happy in their roles and felt they were able to share their views about potential issues or improvements. Staff felt valued and respected in their roles. They were well-supported by the registered manager and deputy manager both professionally and personally.
There were enough trained and competent staff to meet people’s needs and safe recruitment practices were followed. The registered manager determined staffing levels in line with people’s individual support needs. A consistent team of agency staff were used to support staffing levels.
Staff completed a comprehensive induction prior to working in the home. They received regular training and had their competence checked. Staff received regular supervisions and annual appraisals.
Governance processes were in place to monitor the quality of the service. However, they failed to identified shortfalls in relation to infection prevention and control and the safety and presentation of premises observed during the assessment.
There is an activity schedule on the board, and they have sponsored events for the home to fund days out. They try to get [person] involved in activities... listens to the singers, goes on days out, does bingo etc. There is always something going on for them to do.”
Quality checks missed unclean bathrooms, chipped paint hard to clean and trip hazards from pull cords and equipment.
We observed some areas of disrepair in the home, such as bare wood exposed in a bathroom, plaster coming away from the walls... one pull cord that was too short, others that were tucked away out of reach and one that was too long and trailing on the floor, creating a tripping hazard.
Oversight systems did not spot safety and cleaning shortfalls before inspectors found them.
