"Staff feel supported with good training and supervisions, but no registered manager, high staff turnover, and weak safety hold it back."
Safeguarding policies and procedures were not fully embedded and staff had not always responded quickly enough to concerns... Risks to people’s health, safety and well-being had not always been assessed or... managed safely placing people at risk of avoidable harm.
Staff expressed: “Things much improved from previous manager... There is no longer a blame culture, rather one that looks for you to learn and improve”, “I feel supported and my views I put forward to help Mulberry Court and the people we support are actually taken into account. We now get regular meetings to air our opinions... feel like we can actually make progress and work as a team!”
Turnover of staff remained high, which impacted on care delivery and meant people’s care and support had not always been safe and consistent... Lately there have been a lot of agency staff covering weekends.
Staff thought they had sufficient training to meet people’s needs and felt there were recent improvements in supervisions and support they received from the management team... everyone is currently up to date with regular supervisions.”
At the time of our inspection there was not a registered manager in post. A new manager had been in post for 3 weeks at the time of inspection and intended to submit an application to register with us.
People and relatives told us that they were not able to go out and access the community as much as they would like and there was not enough stimulation during the day. Comments included: “There are still occasions when [our loved one] can’t leave the property because staff must stay on site...”
No permanent manager in place, as the new one started only 3 weeks ago and is not registered yet.

High staff turnover and heavy use of agency workers covering shifts, which stretches the team and limits outings.

Safeguarding is not fully in place and staff sometimes miss signs of abuse or risks, putting people in danger.
