"Enough staff and strong safety measures, but poor oversight of DoLS paperwork and basic activities need improvement."
Improvements had been made to how the provider worked to keep people safe. People were protected from avoidable harm with staff trained to recognise the signs of abuse. Risks to people were assessed and plans put in place to reduce them.
Per 2020 comprehensive inspection: Staff told us they felt listened to and were able to make suggestions about how things could be improved. One staff member said, 'We can make suggestions, if something needs improving we'll talk amongst each other and [provider] will listen'
There were enough staff available to support people when they needed it. We saw people were supported to move around the home, have meals, drinks and their personal care needs met when they needed it. The atmosphere was calm and staff were not rushing people.
Staff had received training in recognising the signs of abuse and the procedures for keeping people safe. The registered manager told us they had an induction in place for new staff and they received regular updates to their training.
Governance and oversight systems had improved since the last inspection, however more improvements were needed to some oversight systems. There was no oversight of DoLS applications to ensure the outcome was documented in people's care records and appropriate notifications were completed.
People told us, 'The staff organise things for us in the day they will be in soon to do an activity we do lots of different things.' We saw 1 person have their nails filed and painted with staff who spent time ensuring the person was engaged in the activity.
Manager is in place but does not track mental capacity paperwork outcomes properly, causing delays in updating records and sending notifications.
There was no system in place to track the outcome of DoLS applications. This meant there were delays in understanding when a DoLS had been approved and information was not added to peoples care records in a timely way. Notifications were not consistently submitted when required.
Only basic activities like nail painting and group games run by care staff with no dedicated coordinator to add variety to the working day.
