"Staff feel supported in a positive environment with good training, but major safety issues and weak recruitment hold it back."
Despite people being in receipt of 1 to 1 staff supervision at all times and not being free to leave the premises without staff supervision, we found people did not have up-to-date DoLS authorisations in place. ‘As required’ medicines failed to have corresponding protocols.
Staff we spoke with felt supported by the provider and spoke positively about the work environment, with 1 staff member telling us: “The manager is always supportive”, and another saying: “We support each other.”
The recruitment records we viewed did not demonstrate that safe and robust recruitment practices were always carried out. For example, some of the recruitment records were missing a full employment history, explanations for employment gaps and appropriate references.
The service’s training matrix showed staff had received a range of training which included training specific to people’s needs, such as learning disability and autism awareness training. Records confirmed staff received supervisions and attended team meetings.
At the time of the inspection, the provider and registered manager was not able to be present at the service on a consistent basis, this included the day of the inspection. The team leader was unable to share or access some of the information that showed how the service was led.
Staff provided examples of how they treated people as individuals, which included supporting a person to have a diet which respected their religious and cultural needs and how they encouraged and supported a person to engage in religious celebrations. People accessed community amenities on a regular basis.
Big safety issues like no legal papers allowing staff to restrict people from leaving alone, missing instructions for giving extra meds, hot uncovered radiators, and accidents not shared with families.

Hiring checks are weak with missing job histories and references for some staff, which could mean unsuitable people working there.

The manager and provider are not always on site to properly oversee things, and the team leader couldn't explain safety systems.
