The service was in breach of legal regulations in relation to people’s safe care and treatment, the ways people’s medicines were managed, the safety of the environment and poor infection control practices.
We identified a closed culture at Hevercourt. (A closed culture is a poor culture in a health or care service that increases the risk of harm.)
We found there were not sufficient numbers of staff deployed to ensure safe care at night... 14 unwitnessed falls that occurred during the night shift.
We saw from the training matrix e-learning moving and handling training was out of date for 4 staff including the registered manager... out of 50 staff currently working, 6 staff had not received Food Hygiene training, 5 staff had not received Fire Safety training.
Leaders did not have the skills, knowledge, experience and credibility to lead effectively, and they did not do so with integrity, openness and honesty.
Comments from people included, “There’s not been activities lately, we have a sing song now and then” and “We don’t really do activities.” Relatives’ comments included, “I don’t think (staff) do anything to engage them. They never go out.”
