The service was in breach of legal regulation in relation to safe care and treatment. This related to the safety of the care environment and the way people’s medicines were managed.
The majority of staff we spoke with were positive about working at the service and felt well supported in their roles. However, 2 staff said if there was a problem they would not feel comfortable to raise concerns with the management team.
During our inspection we saw there were enough staff to meet people’s needs and keep them safe. Some staff raised concerns about staffing levels during peak care delivery times, for example morning and evening routines.
The provider was proactive in ensuring staff had the training and support they needed for their role and remained up to date with best practice guidance. The provider had implemented Oliver McGowan training on learning disability and autism into their training schedule.
The provider was in continued breach in relation to good governance. Although quality assurance systems and processes were in place, these were ineffective in identifying the concerns we found during this inspection.
People and relatives commented positively on the activities provided at the service. They felt there was a lot to do, including trips out and events planned. One relative told us “They had schoolchildren go in, horses have gone in, singers.”
Medication errors and unsafe building issues like slow fire doors and trailing wires put people at risk.
The provider did not always manage people’s medicines safely and the recording of medicines administration was not always accurate. The environment was not always well maintained or safe, which had not been identified through the provider’s governance systems.
Audits and checks missed serious problems so issues built up without being fixed.
The provider’s audits had failed to identify the concerns we found at this inspection. Where checks carried out had identified risk and concerns with the care environment, these had not been addressed and mitigated.
Staffing is adequate but gets stretched during busy times like mornings and evenings.
Some staff raised concerns about staffing levels during peak care delivery times, for example morning and evening routines. We received mixed views from people and their relatives about staffing levels in the home.
