The service was not safe and people were placed at risk of harm. We found breaches of regulation around safe care and treatment, staff training and support and safeguarding.
Staff feedback was variable with some staff feeling confident to speak out, and others chose to not answer. “There is encouragement to speak up, though some staff may feel hesitant.”
Peoples experience of staffing levels was variable. Some people said there were enough staff, others were less positive... My perception is they're short staffed I think they're shorthanded even though you see a lot around.”
Staff did not have the skills, knowledge and competence to support people in line with their care plans and risk assessments. For example, care staff did not undertake skin integrity, pressure care or moisture lesion training.
Leaders within the home did not have the appropriate knowledge, and skills to lead the service effectively. They were not supported by the provider to ensure they had all the necessary skills to lead the home.
There was a lack of organised activities, and people were at risk of isolation. Activities were available for people who could go to the lounge they were held. 2 activity staff did go into people’s rooms, but the duration was usually very short.
No strong leader keeping oversight or supporting staff properly, so problems like poor care go unnoticed.
Leaders in the service lacked skills and knowledge and were not empowered to use their skills and knowledge. This lack of oversight had led to poor experiences for people.
Not enough staff at times with poor deployment, leaving care workers stretched and unable to meet needs.
Staff were very busy during the site visit element of the assessment... deployment over the floors and units was inconsistent. On one unit there were no staff present in communal areas.
Big gaps in training like skin care and dementia, with no checks if staff can apply it and unpaid online courses.
Training was completed mostly via an online platform. Staff were not paid to complete training and most completed this at home. The provider did not have competence assessments in place.
