The service was in breach of legal regulation in relation to safeguarding and infection, prevention and control... concerns including a fire door in a poor state of repair... shortfalls in the storage arrangements for... COSHH.
Staff told us that they felt supported and valued in their role. Staff told us they felt confident to speak up.
Relatives we spoke with told us there were sufficient staff working at the service. Staff told us they had a thorough induction when joining the service and received ongoing supervision and development opportunities.
The provider ensured staff received training relevant to their role and training compliance rates were high. Staff had completed epilepsy and Oliver McGowan training.
Leaders did not always have the skills, knowledge and experience to lead effectively. The registered manager did not always demonstrate they were able to implement best practice guidance in relation to Infection, prevention and control, Mental Capacity Act (2005).
People attended a number of activities both in the community and at home including a visit from a service delivering keep fit classes... Staff had supported 8 people to make plans to go on holiday this year.
Serious safety gaps like blanket restrictions, poor cleaning and infection control, broken fire doors, and unsafe chemical storage put you and residents at risk every shift.

Weak oversight from leaders missed big issues like risks, restrictions, and poor cleaning that audits should have caught.
Although the provider had various audits... the audits completed had not identified all of the issues we found at this inspection in relation to medicines, safe environments, infection, prevention control.
Staffing is adequate with enough people on shift but nothing special like low agency use or great team stability mentioned.
