The service was in breach of legal regulation in relation to safe care and treatment; the management of people’s risks, the way people’s medicines were managed safely, and the safety and cleanliness of the environment.
Staff told us they had no concerns about their employment or the management of the home. However, anonymous whistleblowing concerns about the treatment of staff suggested staff were not always treated with equity.
During the inspection we noted there was enough staff on duty. Several people were funded to receive 1 to 1 care provision and therefore, several staff were present on our visits.
We were not assured about the efficacy of this training as the matrix demonstrated staff had completed a very high number of training modules in a short space of time. The inspection team were not assured however, that staff had received effective training in order to provide care and support to service users with dementia.
We were not assured the registered manager was always present at the home and fully involved with the running of the home. Clare Mount has now been rated requires improvement or inadequate for the last five inspections.
There was no activity co-ordinator in post and there was no 1 to 1 activity offered to people who stayed in their rooms. Some activities were inappropriate for people with dementia, for example, people were given basic colouring sheets.
