"Lively activities programme and supportive staff culture stand out, but serious safety risks and overstretched staffing pull it down."
The service was in breach of legal regulation in relation to safe care and treatment and safeguarding... Risks to people were not always identified and therefore not mitigated... Safeguarding incidents reported to the local authority... were not always reported to the Care Quality Commission as required
We received mixed feedback on the culture of the service... staff felt supported, they also expressed they experienced pressures on shift due to the number of people requiring 2 staff for their care
Staff were sometimes alone completing multiple tasks for up to 8 people at a time... Some relatives felt the staffing levels seemed sufficient... whilst others were concerned about how they would care for more people when the service was at full capacity
Staff were supervised and trained, although aspects of training was not embedded in practice to promote safe care... Staff received regular supervision and attended training where required
People and their relatives were complimentary of the registered manager... Staff described the registered manager as ‘approachable, supportive’ but 'Good governance was not effective to enable the provider to identify the concerns we found'
The service had appointed an activities co ordinator who facilitated a programme of in-house activities... arts and crafts, bingo, cooking, cake decorating, pampering sessions and seasonal events... external entertainers and an animal therapy session
Staff put at risk by poor safety management like unserviced pressure mattresses and faulty fire doors that don't close properly
We observed several pressure relieving mattresses showed that they needed servicing... We observed several fire doors to people’s bedrooms did not close fully and were not completely sealed
Staff often stretched handling too many people alone which leads to long waits and cold food at mealtimes
Staff were sometimes alone completing multiple tasks for up to 8 people at a time, which prevented them from protecting people from harm... People were not always prompted to eat when needed and left for long periods
Weak oversight means risks and record errors like inaccurate rotas and missed incident reports go unnoticed
Good governance was not effective to enable the provider to identify the concerns we found... The rota was not accurate to reflect the staff on duty... incidents such as injuries requiring hospital treatment was not reported to us
