"Staff sometimes feel supported by managers, but heavy agency use, frequent shortages and no permanent manager weaken oversight and stability."
we observed an agency staff member who had not completed this assessment support a person on a level 4 modified diet to eat their lunch... several gaps in people’s topical medicine administration records evidencing topical medicines were not being administered as prescribed.
Staff views of the support they received from managers varied. Comments included, “I don't get the support I need” and the interim manager was “very supportive.”
Agency staff regularly worked at the home to cover shortfalls in staffing, this included covering the day and night shifts... the service’s rotas showed many different agency staff were working at the home during the day. Staff told us there were not always enough staff... Comments included, “Always short”, “Some days there are staff shortages”
We found 3 out of 21 care staff were not trained in learning disabilities and autism tier 2. ... 2 staff who had worked at the service for over a year had still not received this training.
The service did not have a registered manager in post. The service was being supported by an interim manager and a senior management team. People’s relatives, staff and professionals told us there had been a lot of staff changes, and a lack of stable management at the service.
people spent long periods of time with limited interaction and without anything meaningful to do. The service planned a group afternoon activity each day. However, these activities were not observed to always take place. The service had limited opportunities for individual activities for people
No permanent manager in place and lots of leadership changes mean oversight of care and risks is weak.

Not enough permanent staff so lots of different agency workers cover shifts and sometimes levels drop too low.

Some experienced staff still lack required training for supporting people with learning disabilities and autism.
