The service was in breach of legal regulation in relation to safe care and treatment relating to infection prevention control practices. Staff were not consistently following the procedures... Medicines administration guidance and records were not consistently in place... some people had missed medicines.
The views of staff were very positive towards leaders within the home. Comments included: “Our manager is wonderful; we have seniors too. We have supervisions where we can discuss concerns about any wellbeing issues... I enjoy coming to work; I love what I do.”
The provider made sure there were enough qualified, skilled, and experienced staff... People had mixed views about if there was enough staff. Most people told us they felt there were enough staff... Staff told us they felt there were enough staff to support people safely.
Staff told us they received training to support them in their role. The registered manager told us this was monitored to ensure staff had access to refresher courses and records we saw confirmed this. Staff told us they had regular supervision sessions.
Leaders did not always demonstrate they had the knowledge and skills to consistently ensure peoples care, treatment and support was effectively delivered. The registered manager did not always ensure systems operated safely and effectively.
People told us there could be more to do at the home and they didn’t have the opportunity to go out into the community or do the things they enjoyed. People told us, “It’s very difficult living here. There’s not a lot going on to keep us going.”
Safety systems have problems like staff not following infection control properly and some medication misses from ordering issues, so risks are not always managed well.
During the inspection we saw staff were not consistently following the procedures in place to minimise the risk of cross infection. For example, a staff member was observed placing used gloves into a wastepaper bin... Records showed that some people had missed medicines due to the system in place for requesting replacement medicines not being consistently effective.
Leadership oversight is weak with regulatory breaches in governance, infection control, and consent, so the home is not always run effectively.
